Requires health insurance plans to cover at least one clinically appropriate nonopioid prescription drug as an alternative for each opioid prescription drug on their formularies

Prohibits insurers from imposing more restrictive prior authorization, step therapy, utilization review, cost-sharing, copayments, coinsurance, or deductibles on nonopioid alternatives compared to opioid drugs

Directs the Oregon Health Authority's Pharmacy and Therapeutics Committee to ensure nonopioid alternatives are available on Medicaid preferred drug lists with utilization controls no more restrictive than those for opioids

Increases expenditure limits for the 2025-2027 biennium by $541,508 for the Public Employees' Benefit Board and $258,652 for the Oregon Educators Benefit Board to implement nonopioid coverage requirements

Applies to health benefit plans, health care service contracts, and multiple employer welfare arrangements issued, renewed, or extended on or after the effective date
