Establishes an 11-member Nonprofit Advisory Council appointed by the Governor to consult with state agencies on grant-making and procurement processes for nonprofit organizations, with members serving four-year terms without compensation

Requires the council to recommend statutory and rule updates, evaluate whether to create a centralized grant management database, and submit biennial progress reports to the Legislative Assembly and Racial Justice Council

Mandates state agencies provide at least 25% advance payment to nonprofits for work performed in response to declared state emergencies under ORS 401.165

Allows nonprofits to charge indirect costs at rates equal to or greater than their federal negotiated indirect cost rate agreement or the federal de minimis rate under 2 C.F.R. 200.414

Permits state agencies to adjust grant amounts or contract prices when initial maximums are insufficient, and authorizes cost-of-living or inflation adjustments for contracts exceeding 12 months if appropriations are available
