Oregon Department of Administrative Services must establish rules for state agencies designing programs and budgets for ongoing or multiyear activities funded by grants to nonprofit organizations

State agencies must use requests for information or market surveys to estimate program costs and incorporate prevailing wage standards set by the Bureau of Labor and Industries when budgeting for grants

Commissioner of the Bureau of Labor and Industries must establish an advisory committee with representatives from nonprofit workers, nonprofit employers, state agencies, and the public to determine prevailing wages and minimum benefits for nonprofit employees

Programs requiring grant recipients to demonstrate participant outcomes must run 3-5 years (unless designated as pilot programs) and include annual adjustments for inflation and cost-of-living allowances

Sections become operative January 1, 2026, with the act taking effect 91 days after the 2025 legislative session adjourns
