Establishes the Food for All Oregonians Program within the Department of Human Services to provide nutrition assistance to children age 6 and under who would qualify for federal SNAP benefits but for their immigration status

Requires benefits to match federal SNAP amounts for equivalent household sizes, using existing SNAP infrastructure and electronic benefit transfer systems to create a seamless application process

Mandates program implementation by January 1, 2027, with statewide outreach, education, and engagement to maximize enrollment

Creates an advisory group of non-English speaking community members and community-based organizations to oversee both SNAP and the new program and recommend metrics for ensuring applicants are treated with respect and dignity

Prohibits agencies administering the program from disclosing applicant or recipient information for immigration enforcement purposes
