Oregon Health Authority must develop a consumer engagement program to increase consumer involvement in behavioral health service planning and decision-making, contracting with a peer-run nonprofit organization to conduct research, support treatment facility development, and provide statewide technical assistance

Coordinated care organizations required to contribute $1 per member per month to fund the consumer engagement program

Pilot program established in eastern Oregon to provide residential treatment (9-18 months) to young adults ages 18-25 experiencing early psychosis combined with substance use disorder, using trauma-informed and family-involved approaches

Consumer engagement program becomes operative January 1, 2026; pilot program sunsets January 2, 2036

Declared an emergency measure, effective immediately upon passage
