Expands Oregon's crimes of encouraging child sexual abuse in the first, second, and third degrees to cover computer-generated images and AI-created visual depictions that appear to involve children, not just recordings of actual abuse

Adds "visual depiction" as a new defined term encompassing computer-generated images, videos, and pictures made, altered, or produced by electronic, mechanical, digital means, or by artificial intelligence

Modifies the knowledge requirement from awareness that "creation of" the recording "involved" child abuse to awareness that the recording or depiction "portrays" child abuse

Removes the affirmative defense of not knowing a child was involved from first, second, and third degree offenses (ORS 163.684, 163.686, 163.687), limiting it only to ORS 163.693

Declares an emergency, making the act effective immediately upon the Governor's signature
