Establishes the Educational Scholarship Program to provide scholarships for students in low-achieving public schools (bottom 15% in math and language arts scores) to attend participating nonpublic schools

Limits eligibility to Oregon residents from households earning no more than 250% of federal poverty guidelines who currently attend public school, are existing scholarship recipients, or are entering kindergarten

Scholarship amount equals the general purpose grant per ADM for the student's school district, deposited into a State Treasurer-administered educational scholarship account for tuition, school-related fees, and special education services

Requires participating nonpublic schools to be registered nonprofits complying with state nondiscrimination policies, and prohibits them from charging scholarship recipients higher fees than other students

Mandates annual reporting to the legislature by March 1 beginning in 2028, covering application numbers, scholarships awarded, program costs, and student outcomes including attendance and graduation rates
