Expands familial relationships covered under first-degree rape, sodomy, and unlawful sexual penetration statutes for victims under 16 to include biological or adopted siblings and children, as well as children of current or former spouses and sexually intimate partners

Adds unlawful sexual penetration in the first degree as a Class A felony with 100-month mandatory minimum sentence when the victim is under 16 and has a specified familial relationship with the defendant

Elevates sexual abuse in the second degree to crime category 8 on the sentencing guidelines when the victim is 16 or 17 years old and has a specified familial relationship with the offender

Raises the victim age threshold for felony assault in the third degree from 10 years old to under 18 years old when an adult (18+) intentionally or knowingly causes physical injury to a child

Increases the victim age threshold for felony strangulation from under 10 years old to under 18 years old
