Increases the cap from 3% to 5% for the percentage of students from a school district who may enroll in virtual public charter schools not sponsored by their district without requiring district approval

Once the 5% threshold is exceeded, students must receive approval from their resident school district before enrolling in a virtual public charter school sponsored by another district

School districts must calculate their percentage of students attending non-sponsored virtual public charter schools at least twice per year

Students who moved from another district while enrolled in a virtual charter school and maintained continuous enrollment are exempt from the approval requirement

Districts denying enrollment must notify families within 10 calendar days and provide information about appeal rights to the State Board of Education, which must decide appeals within 14 days
