Secretary of State must establish a free, publicly accessible online database containing scanned copies of every ballot cast in elections, searchable by unique ballot identifier

Each ballot must be printed with a randomized 16-digit alphanumeric identifier printed twice, which voters may choose to remove; the identifier remains secret except to the voter who receives that ballot

County clerks must scan and upload all ballots to the database before tallying votes, with write-in candidate names redacted from viewable copies

Voters may inspect their physical ballot for 90 days after an election by submitting a request to the county clerk, who may charge a reasonable retrieval fee

Authorized observers must be permitted to watch ballot printing and envelope insertion; provisions become operative January 1, 2027 and apply to primary, general, and special elections held on or after that date
