Amends ORS 350.285 to prohibit tuition waivers for qualified students from being reduced by federal aid scholarships, grants, Oregon Opportunity Grant awards, or other institutional aid

Qualified students include children, spouses, and unremarried surviving spouses of service members who died on active duty or from service-connected disabilities, as well as children of Purple Heart recipients (awarded 2001 or later)

Tuition waivers apply at Oregon public universities and Oregon Health and Science University for up to 4 years of full-time credit hours for a bachelor's degree and 2 years for a master's degree

Children must be 23 years of age or younger when applying for the waiver, though those who received a bachelor's waiver may apply for a master's waiver within 12 months of graduation

Survivors' and Dependents' Educational Assistance under federal law (38 U.S.C. chapter 35) also cannot reduce the tuition waiver amount
