School districts, education service districts, and public charter schools must ensure state funding is used to educate the specific student for whom the money was received

Additional funds received based on student characteristics (as defined in ORS 327.013) must be used to improve educational outcomes for those specific student populations

Requirements apply to State School Fund distributions, Student Investment Account distributions, Statewide Education Initiatives Account distributions, and other state education funding identified by the State Board of Education

Districts and schools must calculate the average per-student funding amount (minus administrative costs) and ensure that amount benefits each student, including making funds available to the school where the student is enrolled

Takes effect July 1, 2026, first applying to the 2026-2027 school year, with the State Board of Education authorized to adopt rules and auditing requirements for compliance
