Lowers the disability threshold for veteran tuition waivers from 100% to 80% service-connected disability, as certified by the VA or Armed Forces

Expands eligible institutions to include Oregon community colleges, in addition to public universities and Oregon Health and Science University

Extends tuition waivers to cover vocational programs and associate degrees, alongside existing baccalaureate and master's degree coverage

Prohibits reducing waived tuition amounts based on scholarships, grants, Oregon Opportunity Grants, federal aid, or other institutional aid received by the student

Declares an emergency, making the act effective immediately upon the Governor's signature
