School districts must prioritize seniority (length of teaching service) when determining which teachers to retain during staff reductions due to funding shortfalls or class eliminations

Removes existing provisions that required districts to maintain proportions of teachers with "cultural or linguistic expertise" and retain such teachers over more senior colleagues

Eliminates definitions related to cultural/linguistic expertise, in-district languages, and students from historically underserved backgrounds from the staff reduction statute

Districts may still retain a less-senior teacher over a more-senior one if the district determines the less-senior teacher has more competence or merit

Declares an emergency, making the act effective immediately upon passage, applying to contracts entered into, renewed, or extended after the effective date
