Restores drug possession offense levels to pre-Ballot Measure 110 (2020) classifications, reclassifying possession of Schedule I-III controlled substances from "drug enforcement misdemeanors" back to Class A misdemeanors

Elevates possession to Class B felony for Schedule I substances (heroin, MDMA, psilocybin) or Class C felony for Schedule II substances (cocaine, methamphetamine, fentanyl) when the person has a prior felony conviction, two or more prior drug possession convictions, or possesses amounts exceeding specified thresholds

Establishes quantity thresholds triggering felony charges: 1+ grams of heroin or fentanyl, 2+ grams of cocaine or methamphetamine, 40+ LSD user units, 12+ grams of psilocybin, or 40+ pills of oxycodone/methadone/hydrocodone

Repeals multiple sections of House Bill 4002 (2024), including provisions for deflection programs and drug enforcement misdemeanor probation agreements

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
