Prohibits the Department of Corrections, Oregon Youth Authority, and Oregon Health Authority from paying for or providing gender-affirming care to individuals in custody at correctional facilities in Oregon

Defines gender-affirming care as any procedure, service, drug, device, or product prescribed to treat incongruence between an individual's gender identity and sex assignment at birth

Applies to all correctional facilities, including youth correction facilities and state hospitals used for confinement of persons charged with or convicted of crimes

Exempts individuals receiving treatment at state hospitals or intensive community inpatient facilities who were admitted voluntarily or through civil commitment proceedings

Overrides existing protections under ORS 435.210, ORS 659A.142, and other provisions of law that might otherwise require or permit such care
