Establishes the Climate Superfund Cost Recovery Program within the Department of Environmental Quality to collect compensatory payments from fossil fuel companies responsible for more than one billion metric tons of greenhouse gas emissions globally between January 1, 1995, and December 31, 2024.

Imposes strict liability on responsible parties for climate change costs, with cost recovery demands calculated based on each company's proportionate share of covered greenhouse gas emissions during the 30-year covered period.

Requires the State Treasurer to assess climate change costs to Oregon, including impacts on public health, natural resources, agriculture, flood preparedness, and housing, with the assessment due by January 1, 2027.

Creates the Climate Superfund Cost Recovery Program Account to fund climate adaptation projects, with 20% of funds distributed equally to Oregon's nine federally recognized Indian tribes each biennium.

Appropriates $300,000 each to the Department of Environmental Quality and State Treasurer for program implementation, with the act taking effect 91 days after the 2025 legislative session adjourns.
