Oregon Health Authority must distribute funds to an OHSU entity that advocates for improved maternal and neonatal outcomes, providing coordination and technical assistance to sites offering perinatal care and substance use disorder treatment for pregnant individuals or parents of infants

$6.5 million General Fund appropriation for the 2025-2027 biennium: $500,000 for OHSU entity support, $5 million for existing site grants, and $1 million for new site grants

OHA and coordinated care organizations must reimburse covered peer delivered services for Medicaid recipients regardless of clinical setting

Hospitals must be reimbursed for inpatient services provided to Medicaid recipients during pregnancy for opioid use disorder stabilization and medication induction, and after delivery for substance use disorder medication management, care coordination, and breastfeeding/bonding support

New reimbursement requirements apply to CCO contracts entered into, amended, or renewed on or after January 1, 2026; OHA must report to the legislature by December 1, 2026 with recommendations for expanding these programs
