Creates the crime of unlawful transport, manufacture, or transfer of a rapid fire activator as a Class B felony, punishable by up to 10 years imprisonment, $250,000 fine, or both

Creates the crime of unlawful possession of a rapid fire activator as a Class A misdemeanor, punishable by up to 364 days imprisonment, $6,250 fine, or both

Defines "rapid fire activator" to include bump stocks, trigger cranks, hellfire triggers, binary trigger systems, burst trigger systems, switches, auto sears, and similar devices that increase a firearm's rate of fire

Exempts peace officers authorized by their law enforcement agency and individuals with federally registered machine guns who need the activator for proper function

Declares an emergency, making the law effective immediately upon the Governor's signature
