Raises the minimum age for firearm possession in Oregon from 18 to 21 years old, with violations punishable as a Class A misdemeanor (up to 364 days imprisonment, $6,250 fine, or both)

Persons aged 18-20 may still possess certain traditional firearms: single-shot rifles, double-barreled shotguns, bolt/lever/pump action rifles, .22 caliber rimfire rifles with tubular magazines, muzzleloader rifles, and pump/break/lever action shotguns

Prohibits transferring firearms to anyone the transferor knows or reasonably should know is under 21, with the same Class A misdemeanor penalty

Exempts police officers, certified reserve officers, and active/reserve military members under 21 from the age restriction

Designates the amendments as the "Russell Paul Evans Act"
