Authorizes cities, counties, and other municipal corporations to adopt policies limiting the concealed handgun license (CHL) affirmative defense for firearm possession in buildings they own or control and adjacent grounds

CHL holders who possess firearms in buildings subject to such local policies face a Class A misdemeanor (up to 364 days imprisonment and/or $6,250 fine) rather than having a complete defense to prosecution

Requires governing bodies adopting these policies to post visible signs at all entry points and list affected buildings on their website

Expands the definition of "public building" to explicitly include grounds adjacent to government-occupied buildings

Peace officers may arrest CHL holders for firearm possession violations in buildings or grounds subject to these local policies, in addition to existing restrictions on Capitol buildings, airports, and school grounds
