Prohibits distributing, selling, or offering for sale flavored tobacco products and flavored inhalant delivery system products (vapes) statewide, except at premises licensed as stores by the Oregon Liquor and Cannabis Commission and licensed by the Department of Revenue or authorized by local government

Defines "characterizing flavor" to include menthol, mint, fruit, candy, dessert, alcoholic beverage, and cooling/minty effects, while explicitly excluding cannabis flavors

Bans distributing or providing tobacco products or inhalant delivery systems without compensation (free samples), and requires all cigarette, vape, and smokeless tobacco sales to occur in-person at licensed premises

Authorizes local governments to adopt regulations stricter than state law on tobacco and inhalant delivery system sales, with existing local ordinances allowed to continue after the operative date

Declares an emergency for immediate effect upon passage, with the flavored product restrictions becoming operative on July 1, 2026
