Department of Human Services must provide grants to nonprofit service providers to help noncitizens—including DACA recipients and Special Immigrant Visa holders from Iraq and Afghanistan—change their immigration status or obtain lawful permanent resident status

Grants cover immigration legal services and USCIS fees: full costs for individuals at or below 200% federal poverty level; $1,500 for income up to $60,000; $1,000 for income $60,001-$70,000; $750 for income $70,001-$80,000

DHS must provide information and referrals to the grant program for all individuals served by the department, without collecting immigration status or country of birth information

State policy establishes "Pathways to Protection and Citizenship" goals: 20% uptake of eligible individuals by 2027, 50% by 2029, and 100% by 2031

Appropriates $6,000,000 from the General Fund to DHS for the 2025-2027 biennium; declares emergency for immediate effect upon passage
