Requires the Environmental Quality Commission to establish rules for surface emissions monitoring and mitigation of methane gas from municipal solid waste landfills located in Benton County

Mandates use of advanced methane detection technology including satellite monitoring, airflight monitoring, drones, or remote direct monitoring to conduct surface emissions monitoring above all landfill areas

Requires landfill owners/operators to report monitoring results to the Department of Environmental Quality, including GIS maps with precise coordinates of exceedances and monitoring paths

Requires re-monitoring of any exceedance site within 10 days after corrective action, with a mitigation plan submission required if the exceedance is in an active working face area

Monitoring requirements become operative January 1, 2027, with the act taking effect 91 days after the 2025 legislative session adjourns
