Expands the definition of "vulnerable person" under Oregon's civil abuse statute (ORS 124.100) to include individuals under 18 years of age, allowing minors to bring civil actions for physical or financial abuse

Prevailing plaintiffs can recover triple economic damages (minimum $500), triple noneconomic damages, reasonable attorney fees, and guardian ad litem fees

Actions must be commenced within seven years after discovery of the abuse, with child abuse cases subject to the statute of limitations in ORS 12.117

Applies to abuse occurring before, on, or after the effective date for new actions, but does not revive claims already barred by prior statutes of limitations

Requires plaintiffs to mail a copy of the complaint to the Oregon Attorney General when filing suit
