Prohibits public bodies, community mental health programs, licensed medical providers, education providers, and coordinated care organizations from denying mental health assessment, treatment, or services to individuals solely because they have an intellectual or developmental disability

Expands protections from the original 2024 law by removing the age restriction that limited coverage to individuals under 21 years old, extending protections to all ages

Requires the Oregon Health Authority, Department of Human Services, Department of Education, Oregon Medical Board, and other health licensing agencies to adopt rules implementing these provisions

Education providers covered include school districts, Oregon School for the Deaf, public charter schools, education service districts, approved recovery schools, Youth Corrections Education Program, and state-operated educational programs

Takes effect on the 91st day after the 2025 regular legislative session adjourns sine die
