Amends ORS 215.788 to restrict counties from approving comprehensive plan amendments that redesignate farm, forest, or mixed farm and forest lands to nonresource use

Allows redesignation to nonresource use only through three pathways: the existing reacknowledgment process in ORS 215.788, a goal exception under ORS 197.732, or when lands have been added to an urban growth boundary

Maintains existing county authority to conduct legislative reviews of resource lands to correct mapping errors and update designations, subject to Department of Land Conservation and Development work plan approval

Preserves requirement that reviewed lands must be zoned according to whether they meet definitions of "agricultural land," "forest land," both, or neither
