Requires the Governor to appoint a new agency head within three months after the Senate fails to confirm a reappointment

Applies to four positions: Director of Transportation, Deputy Superintendent of Public Instruction, Director of Human Services, and Director of the Oregon Health Authority

Establishes four-year terms for these directors with Senate confirmation required for both initial appointments and reappointments

Repeals ORS 184.623, which previously governed Transportation Director confirmation procedures
