Exempts students with disabilities voluntarily enrolled in qualifying public charter schools from Oregon's abbreviated school day program requirements (ORS 343.322-343.328)

Charter schools must meet five conditions to qualify: majority of students are not disabled, school is not designed for students with challenging behaviors or complex medical needs, school year is longer than the local district's, regular schedule provides at least 95% of instructional hours compared to the student's resident district, and disabled students receive equal hours as non-disabled peers

Amends ORS 343.331 by adding a new exemption category (subsection 8) while renumbering existing exemptions for alternative education programs, voluntary schedule reductions, and asynchronous instruction

Declared an emergency measure, taking effect immediately upon passage rather than the standard 91-day waiting period
