Exempts investigations of suspected abuse committed by a parent of a child in care from certain statutory provisions (ORS 418.257 to 418.259 and 418.519 to 418.532)

Requires the Department of Human Services, when providing written explanations of investigation and court processes to parents or guardians, to disclose that department representatives are not attorneys and cannot provide legal advice

Applies the parent-in-care investigation exemption to abuse committed on or after the effective date, while the disclosure requirement applies to both pending and future investigations

Declared an emergency measure, taking effect immediately upon passage rather than the standard 91-day waiting period
