Raises the age limit for tuition waiver eligibility from 25 to 40 years old for current/former foster children, adopted former foster children, and current/former homeless youth attending Oregon public universities, community colleges, or OHSU

Expands the qualifying age range for "former foster child" status from ages 14-21 to ages 10-21, allowing those who entered foster care at younger ages to qualify

Removes the requirement that former foster children must not have been dismissed from care before reaching 16 years of age to be eligible for the waiver

Waiver covers tuition and all fees for up to four years of undergraduate education, reduced by federal aid scholarships/grants and Oregon Opportunity Grant awards (excluding Chafee vouchers)

Students must complete FAFSA applications each academic year as a condition of receiving the tuition waiver
