Department of Human Services must establish the Youth Support and Repayment Grant Program by September 15, 2026, to repay individuals whose Social Security benefits, death benefits, survivor benefits, or crime victim payments were seized while they were under 21 and in state care between January 1, 1998 and the Act's effective date

Eligible individuals may receive grants totaling up to 125% of the funds originally seized from them, with multiple applications permitted

Grants may be used for education expenses, housing (including down payments), post-secondary training, medical/dental/vision care, child care, business startup costs, transportation, mental health services, and other purposes supporting independent living

A dedicated Youth Support and Repayment Grant Fund will be established separate from the General Fund, with interest earnings credited to the fund

Program sunsets on the later of the fund's depletion or January 2, 2055, and takes effect 91 days after the 2025 legislative session adjourns
