Department of Human Services must report to legislative committees by July 1 of each even-numbered year on foster parent compensation, with the first report due July 1, 2026

Report must include counts of certified, child-specific, general, and proctor foster homes serving children, as well as homes approved but without current placements

Payment methodology details required include base payment rates, enhanced rates, and reimbursements for mileage, childcare, and respite

Report must compare current foster care base rates to the USDA "cost to raise a child" estimate (adjusted for inflation) and calculate what percentage of that cost current rates represent by age group

Report must estimate General Fund costs to raise foster care rates to 90% and 100% of the cost to raise a child, and compare Oregon rates to those in Washington, Idaho, California, Nevada, and Utah
