Parents or foster parents of students with disabilities must be given the opportunity to physically attend IEP team meetings discussing abbreviated school day program placement, rather than only being offered electronic participation options.

Electronic meetings (telephone or other electronic means) for abbreviated school day placements are only permitted if the parent or foster parent consents to that format, or if a public health emergency makes in-person meetings unreasonable.

The bill amends ORS 343.321 and 343.324 governing protections for students with disabilities placed on abbreviated school day programs (programs providing fewer instructional hours than other same-grade students for more than 10 school days per year).

Declared an emergency measure, taking effect immediately upon passage (passed Senate April 10, 2025; passed House May 8, 2025).
