Department of Justice must report annually by March 1 to the Joint Committee on Ways and Means and judiciary-related legislative committees on outside counsel used to defend state agencies in lawsuits

Annual reports must include: names of retained law firms, total fees paid, outstanding accounts payable, legal defense costs per agency, case names and docket numbers, hours billed by DOJ attorneys, and hourly rate comparisons between outside and DOJ counsel

Political contributions over $750 made to statewide office candidates by attorneys or agents of outside counsel firms must be disclosed in each report

First report due March 1, 2026, must include historical data from 2022 forward identifying the three highest-paid law firms, total fees and costs paid to each, and all cases assigned to them

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
