Owners of 200+ acres of irrigated agricultural land must report fertilizer application rates (pounds per acre), fertilizer types, and crops grown for each field to the State Department of Agriculture by March 15 annually

The Department of Agriculture may use reported data to identify fertilizer overapplication causing water contamination, provide targeted education and technical assistance, and support enforcement actions

The Department of Environmental Quality may use the data to identify opportunities to reduce agricultural air pollution through education and technical assistance

The Department of Agriculture must report to Legislative Assembly agriculture committees by September 15 of each odd-numbered year on submitted data and related department activities

Civil penalties up to $10,000 may be imposed for violations, with penalty revenue deposited into the Department of Agriculture Account
