Expands the definition of "public works" to include custom, off-site fabrication, assembly, or production of non-standard goods, materials, modules, components, structures, and fixtures specifically made for use in public works projects

Requires prevailing wage rates to apply to off-site custom work including: HVAC and ducting systems, electrical systems, boiler systems, ornamental and structural iron work, masonry and plaster systems, and mechanical insulation work

Amendments become operative on January 1, 2026, applying to procurements solicited or contracts entered into on or after that date

Authorizes the Attorney General, Bureau of Labor and Industries Commissioner, and relevant agency directors to adopt rules before the operative date to implement the new requirements

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
