Amends ORS 215.448 to define "home occupation" as an occupation or profession customarily conducted in a dwelling that is accessory, incidental, and subordinate to residential use

Requires home occupations on exclusive farm use, forest, or mixed farm/forest zoned lands to be operated by a property owner who resides in the dwelling, with no more than five non-owner employees

Prohibits on-site dining, drinking, event hosting, or lodging of more than five unrelated persons (with specified statutory exceptions), and limits external signage to unlighted signs of 12 square feet or less

Restricts home occupation operations to no more than 2,000 square feet within the dwelling or accessory buildings, with a maximum of three client vehicle parking spaces

Authorizes counties to establish additional reasonable conditions for home occupation approval, while clarifying that home occupations cannot justify zone changes or authorize new structure development
