Creates the Indian Health Scholarship Program administered by Oregon Health and Science University to provide full tuition and fees for members of federally recognized Indian tribes pursuing degrees as physicians, dentists, nurse practitioners, physician associates, or certified registered nurse anesthetists

Recipients must commit to working at a tribal service site after graduation for at least the same number of years they received scholarship funding; tribal service sites include facilities on Oregon reservations or facilities serving populations that are at least 50% tribal members

Selection priority goes first to members of federally recognized Oregon tribes, then to Oregon residents

Recipients who fail to complete their degree or service commitment must repay scholarship funds, with pro rata reduction for partial service completion; repayment may be waived for extreme hardship or upon death

Appropriates $1,000,000 from the General Fund to the Higher Education Coordinating Commission for the 2025-2027 biennium to distribute to OHSU for program administration, with the program first applying to the 2026-2027 academic year
