Maintains the $750 one-time application fee for easements to construct water, gas, electric, or communication service lines on state land, but removes the separate $5,000 fee structure for territorial sea land from statute

Requires the Director of the Department of State Lands to establish by rule application fees, renewal fees, and compensation rates for easements on state land within the territorial sea by January 1, 2027

Fees for territorial sea easements must be reasonably calculated to offset the department's costs of granting and renewing those easements

Preserves the existing $5,000 application fee for territorial sea easements as an interim measure until the new rules take effect

Requires the department to submit a progress report to legislative committees on environment, land use, and natural resources by February 15, 2026
