Prohibits the Department of Environmental Quality and State Department of Agriculture from issuing NPDES or WPCF water quality permits to certain confined animal feeding operations (CAFOs) located in designated ground water management areas

Permit prohibition applies to new large CAFOs, expanding large CAFOs, and expanding CAFOs that are growing into the largest operational tier under ORS 561.255

Exempts stormwater regulation permits from the prohibition

Requires agencies to consider Water Resources Department determinations when deciding whether to issue permits to any CAFO

Declares an emergency, making the act effective immediately upon passage
