Amends when applicants with pending teaching licenses may begin working in Oregon public schools, changing the 90-day employment window to start after the Teacher Standards and Practices Commission completes background checks rather than from the application submission date

Background check requirements include a criminal records check under ORS 181A.195 and verification through an interstate clearinghouse of revoked and suspended licenses

Applicants may not use this provisional employment provision if they were employed under the same pending application process within the previous 12 months

Applies to teaching license applications submitted on or after July 1, 2025

Declared an emergency measure, taking effect July 1, 2025
