Authorizes the Adjutant General to pay retention bonuses to Oregon National Guard members who reenlist or extend their service for at least three years

Bonuses may be paid as a lump sum or in installments, with terms specified in a written agreement covering amount, payment schedule, service period, and conditions

Members who fail to complete their service commitment must repay the bonus, with exceptions for sole surviving family members, combat-related disabilities, or death not caused by misconduct

Adjutant General may waive repayment requirements when recovery would conflict with personnel policy, administrative efficiency, or equity and good conscience

Appropriates $2,500,000 in General Fund money to the Oregon Military Department for the 2025-2027 biennium to implement the bonus program, with an emergency clause for immediate effect
