Establishes competitive integrated employment as the first and priority option for individuals with intellectual or developmental disabilities in Oregon, prohibiting state funding for employment services, vocational rehabilitation services, or transition services that occur in sheltered work settings

Creates a statewide Employment First Advisory Committee, appointed by the Department of Human Services and Department of Education, to meet at least quarterly and advise on strategies for increasing competitive integrated employment opportunities for individuals with intellectual or developmental disabilities

Requires regional employment first committees to develop local strategies for removing barriers to competitive employment, annual collection of employment outcome data, and an interagency agreement between DHS and the Department of Education to coordinate services and outreach

Establishes a "State as Model Employer" program requiring the Department of Human Services to develop accessible and inclusive hiring practices for individuals with intellectual or developmental disabilities within state agencies

Changes statutory terminology from "rehabilitation facility" to "rehabilitation program" and from "severe disability" to "significant disability" throughout Oregon law, with key provisions becoming operative January 1, 2026
