License applications for residential facilities and adult foster homes must now include proposed policies and procedures covering staff training, service planning, medication administration, food preparation, safety, emergency response, succession planning, and facility closure

Mandatory inspections required within 120 days after initial license issuance, within 120 days after ownership changes, and upon license renewal applications for residential care facilities, training facilities, treatment facilities, and adult foster homes

Adult foster home licenses may be extended from one year to two years if the Department of Human Services determines the home has been in substantial compliance for three consecutive years

Memory care endorsement standards expanded to require minimum administrator qualifications, elopement notification procedures, transfer policies, and procedures for emergency evacuations and facility closures

Amendments become operative January 1, 2026, with the act taking effect on the 91st day following adjournment of the 2025 regular legislative session
