Expands eligibility for Oregon's long-term rental assistance program for youth under 25 to include those residing in child care centers (as defined in ORS 419A.004) and those confined in correctional facilities (as defined in ORS 341.522)

Adds the Oregon Youth Authority as a required consultation partner for the Housing and Community Services Department when designing the rental assistance program

Maintains existing eligibility categories including homeless youth, those in substitute care programs, and those in dependency treatment, rehabilitation, or mental health treatment facilities

Program continues to operate in 3-4 regions across at least one urban, one rural, and one coastal area, with required data collection on demographics, subsidy amounts, tenancy length, housing types, and access to support systems
