Adds a statutory definition of "Youth" to Oregon Youth Authority statutes by reference to ORS 419A.004

Requires juvenile departments to develop "local diversion plans" (rather than a single plan) to divert youths from youth correction facilities to alternative community services

Directs the Oregon Youth Authority to coordinate local diversion plans and juvenile crime prevention basic services with county juvenile departments, with basic services explicitly including detention and other juvenile department services

Requires intergovernmental agreements between the Oregon Youth Authority and counties to consider equitable services for both "youths and adjudicated youths" when defining responsibilities
