Amends ORS 420A.010 to change the Oregon Youth Authority's provider system from a "flexible fee-for-service provider" model to a general "system of providers" that responds to each person's "individual circumstances" rather than "identified and changing" circumstances

Expands the youth authority's grant-making authority to allow financial grants from appropriated funds for carrying out all duties, functions, and powers vested in the authority, rather than limiting grants to treatment and care needs of adjudicated youths

Removes the previous requirement that grants be made specifically to local governments, nonprofit organizations, and individuals to respond quickly to adjudicated youths' changing circumstances

Passed the Senate on March 13, 2025 and the House on May 21, 2025, requested by Governor Tina Kotek for the Oregon Youth Authority
