Appropriates $10 million from the General Fund to the Oregon Conservation Corps Fund for grant-supported wildfire risk reduction projects, plus an additional $5 million to match non-state funding dollar-for-dollar, for the biennium beginning July 1, 2025

Requires the Higher Education Coordinating Commission to consult with both the State Forestry Department and Department of the State Fire Marshal (previously only Forestry) when awarding grants for proposals protecting at-risk communities in the wildland-urban interface

Requires the State Forestry Department to consult with the Department of the State Fire Marshal to ensure Oregon Conservation Corps Program projects align with fire marshal objectives

Expands eligible organizations for Oregon Conservation Corps grants to include nonprofit youth development organizations, federally recognized tribes, workforce development associations, and public entities providing job training in forest or rangeland careers

Declares an emergency, making the act effective immediately upon passage
