Transfers all duties, functions, and powers related to the Oregon Statewide Communication Interoperability Plan from the State Chief Information Officer to the Oregon Department of Emergency Management, including records, property, and employees

Moves the State Interoperability Executive Council, which governs statewide public safety communications interoperability, from under the State Chief Information Officer to the Oregon Department of Emergency Management

Establishes the Statewide Interoperability Fund in the State Treasury, funded through assessments charged to public bodies in state government to cover program expenses, with moneys continuously appropriated to the department

Requires the department to estimate biennial expenses by January 1 of each odd-numbered year and adopt rules for allocating costs among state government public bodies

Takes effect July 1, 2025, under an emergency clause citing public peace, health, and safety needs
